I just looked at the "IAC Year 2002 Approved Rule Changes" on the IAC
website, and I'm confused.

Rule 02-2 provides for bonus points for Unlimited Free sequences with
less than 15 figures.  I don't recall that this was among the changes
proposed for 2002 for comment by the membership.  All I remember was a
suggestion to reduce the number of figures allowed in the Unlimited Free
from 15 to 12.  Unfortunately  the proposed rule changes have been
deleted from the website so I can't confirm my recollection of what was
proposed.

My questions:

Was anything like rule 02-2 in the list of proposed rule changes for
2002?

If it was not, can a truly major rule change like this be made without
following the regulations of the organization, or is there some aspect
of the regulations that allows the Board to do this?
