  I know it sounds nuts, but in order to have an escape route from the 
Washington ECB I'm considering adding an AI, DG, and TC gyros to my S2-C so 
I can file IFR with a straight face.

The R.C. Allen electrics might fit by increasing the panel depth about an 
inch (They are, I think 7" deep, possibly not counting the connector).

Is there an avionics shop in the D.C. area competent to do sheet metal mods 
to a panel like this?  Or, better yet, is there a smaller TSO'ed gyro set 
that the FSDO would buy off on for a certificated airplane?
