You contact a tower or other control. They give you clearance
to fly out. Conditions are VMC of course, you do not mix with
IFR trafic. No transponder required. For coming back, a radio
might be more practical than a telephone. 
(even if only all radio equipped planes could fly tomorrow,
that would already be a big step ahead)
