  Larry Lowe's comments are spot on,and to make a further point,The JPF
program does not address the following crucial problem:A judge misses 
a clear zero and then,because he/she gets to adjust the score to a 
zero,does NOT get an ugly JPF when in fact he/she did an inadequite 
job of watching the figures.
