It sounds like a governor problem. I'd have just the governor off and
checked before taking the prop apart. There are some pretty fine mechanical
bits in that governor that can go wrong. 

One other possibility is slop in the control arm on the top of the governor.
The hole where the cable control attaches can elongate significantly, this
combined with the return spring not being tight enough can lead to unwanted
movement of the control.
