Sure, you simply limit the elevator travel so that the airplane will not 
propogate deeply enough into the stall to sustain autorotation. Some of the 
late '70's 172s were like that, even with a snaproll-like entry, the aircraft 
would unstall after 1/4 turn and degenerate into a speed increasing spiral, 
even though full elevator and pro-spin rudder was applied. Mind you, this 
applies only to a utility category CG location.
