I have been gone for about a week, sorry for the delay in my response.
As I recall at the last Board Meeting the change to 5.6.6. is correct.  There
has been some talk of eliminating the 4-minute altogether, except at FDL and
Nationals.  This change would allow the Contest Jury flexibility in two
areas.
First, it would give the Jury discretion in allowing pilots of a known
quantity, such as a Phil Knight, Patty Wagstaff, or in your area a Dan Clark
or Kirby Chamblis, a chance to fly the 4-minute.  After all this is a special
event and subject to many different rules.  This could enhance a contest by
allowing a big name to add to the contest if they were in the area flying a
show or doing PR work for the Team.
Secondly, in the case of an inexperienced pilot flying all 4 flights, it
gives the Jury the ammunition to have that pilot set out the 4-minute if they
thought there was a safety issue.
We sure don't see this being used very much, but there is a possibilty.  I
hope this helps clarify your questions.
