We must alos remember that 1995 had significant delays in the official
notices getting out (i.e. Sport Aerobatics was sometimes 6 months late
in arriving). The notices of the proposed rules arrived at my house a 
couple of months AFTER they had already been passed. Now that SA is back on
track, we can get back to the real process.

  In defense of the rules committee, this is not the
     case. All proposed rules are published in Sport Aerobatics so that
     anyone who wishes can send in their comments to Howie and/or their
     regional director.
