  In this debate about hard zeroes, I've not seen it mentioned that the
conclusion of the Chief Judge after discussion w/ the Juges and/or Contest
Jury MUST be communicated to the Scorer. 

If the zero(es) are to be averaged, or if they are to stand on their own as 1
hard zero, the Scorer needs to know the decision (if it's not changed on the
Line b4 the scoresheets come in.)
