  Let me add something to Phil's post.

If you read the breakdown of the minutes by Sharon Heuer in the Decmber
1996 SA, you will see that the combined score of pilots at FDL and the
Nationals will determine the rank order of pilots as qualified for the
team.  A minimum of 5 men and 5 women, or a maximum of 10 men and 10 women
will be eligible for selection by the USAF board.  

The board also stated that funds were only available for shipping 8
aircraft to Slovakia in 1998, and that they will be chosen according to the
RANK ORDER above.  It then states other pilots will have to make their own
arangements for aircraft.  So you ALREADY see how the board is determining
eligibility for the WAC in 1988.
 
Remeber as well, that at the WAC itself, only the TOP THREE of each sex is
used in determining Team results.  Having five or more pilots on each team
only increases your chances if somebody is having a particularly good or
bad day flying, someone gets sick, etc.  Otherwise we could really save
money, and only send six people to the contests.

Two things from Phil's post are important to remember:

# One:  While the board seemingly has unlimited powers in determining final
team members, I believe the reality will be that the rank order from the
contests will determine team members 99.9% of the time.  Call me naive, but
I think USAF will be very, very careful in changing the rank order from
contest results, and this will only happen in extreme situations.

# 2 and most importantly:  this is  an evolutionary process, with the rules
likely to change as we go along, seeing what is working and what is not.  

Dick Rihn makes a good point about fear of change.  When I was an airline
pilot, we hated it when management changed procedures on us, such as
taxiing with only one engine running.  We protested it was dangerous, too
distracting while taxiing & running checklists, etc.  However, after we had
done it for a while, it became second nature.  We are all naturally
suspicious of changing the status quo, but before we become too critical of
new proposals we should give them a chance.  Remember, they were written
with the intent of solving problems we already have.
