  The IAC Advanced and Unlimited sequences proposals do in fact come from
CIVA.  Once CIVA approves these sequences, the IAC board of directors
decides whether IAC will also adopt them.  Sometimes we do, sometimes we
don't.

Take the 1998 sequences for example.  The Unlimited CIVA sequence was the
U.S. proposal to CIVA;  however, programme Q is limited to 9 (I think)
figures.  The composer of that sequence added figures at the end to make it
a workable sequence for IAC, the board liked it and adopted it for IAC use.
The Advanced CIVA sequence for 1998 was strongly opposed by the board, so we
considered the other sequences that were proposed by IAC members and voted
on the sequence we thought was the best for IAC use.

The IAC board will receive the 1999 CIVA sequences (for Advanced and
Unlimited) after the fall CIVA board meeting, then we'll decide whether IAC
will adopt them.  If the board doesn't approve of the CIVA sequences, we
will consider the sequences  proposed from IAC members.  I don't know
whether or not it is too late to make a submission, but if you have a
sequence you'd like to be considered forward it to Rules Chairman,  Brian
Howard BK at NewAttAero.com .  He can let you know if it's too late to have
your sequence considered in the event the CIVA sequences aren't accepted.
If it is too late, it could be considered next year.
